Among the 22 foreign observers in Egypt, there are Mehmet Kurtul and Halim Aşaner, judges from Turkey's Higher Election Board.
Presidential Election Commission will decide whether ousted President Hosni Mobarek will be allowed to cast a ballot.
As the country prepares for the first free and democratic elections, results keep coming from the ballot boxes abroad. Vote-count continues for the 200,000 votes cast by Egyptians living abroad.
According to uncertain results Freedom and Justice Party candidate Mohammed Mursi is leading the race. Mursi is followed by the independent candidate Abdulmunim Abu Al Futuh.
Second round of the elections will be held 3 weeks later. Official results will be announced in late June.
High Military Council, which took over the rule after Mobarek's resignation will hand over the task to civilians on July 1.
